Why CS/HB 991 Is a Trojan Horse
As written, CS/HB 991 raises serious and unacceptable concerns regarding the integrity and transparency of Florida’s elections:
- Increases the risk of non-U.S. citizens voting in Florida elections
- Raises the likelihood that inaccurate or compromised results could be certified
- Restricts the ability of citizens, candidates, and political parties to verify election results or identify vulnerabilities
This bill is being presented as an administrative update. In reality, it reduces oversight, limits transparency, and weakens public verification. Election integrity is not partisan. Every Floridian—regardless of party—deserves elections that are secure, transparent, and verifiable.
TAKE ACTION TODAY – Contact members of the State Affairs Committee and urge them to vote NO on CS/HB 991 unless these critical flaws are fixed.

- Protect election integrity
- Ensure transparency and verifiability
- Do not advance this bill without essential safeguards
